you should check his head for pin feathers. he may need some help getting rid of them. to test for mites (which is extremely rare) put a white sheet over the cage at night and if the cage has mite dust or blood on it then there you go. if not, it's not mites. the best thing to do is to take the bird to the vet. birds are very delicate creatures and can they hide being sick very well.
